look at these questions I see only two broad policy ques-

tions that we are in a position to present to the full

Commission, the first one being what political subdivision
|

|
should be used and under what unit of local government,
|
18
|
and the second question of home rule, whether or not it
|
19
|
should be mandatory; and on both of them, particularly the
|
20
|
one on home rule, it seems to me we should submit with
|
21
|
the question supporting data, studies and so on with our
|
