the said purchaser has taken said oath, for which said
certificate the said purchaser shall pay to the comptroller
the sum of five dollars for the use of the oyster fund; the
provisions of this section in relation to the time of taking
oysters, the time of expiration of license and the transfer
of ownership shall apply to all vessels licensed by any
county in this State to take and catch oysters with dredge,
scrape or scoop.
Any person who shall dredge without a license or dredge
in the waters not provided for in this section shall be
deemed guilty of a misdemeanor and upon conviction before
any Justice of the Peace or Court of competent jurisdiction
shall be subject to the penalties provided for in Section 27
of this Article.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1933.

CHAPTER 519.
AN ACT to add a new section to Article 48A of the Code
of Public General Laws of Maryland, title "Insurance, "
sub-title "Life, Accident and Health Insurance, " said
new section to follow immediately after Section 82, and
to be known as Section 82A, requiring the approval of
life, health and accident insurance policy forms by the
Insurance Commissioner.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be, and the same is hereby
added to Article 48A of the Code of Public General Laws
of Maryland, title "Insurance, " sub-title "Life, Accident
and Health Insurance, " to be known as Section 82A, and
to follow immediately after Section 82, and to read as fol-
lows:
Section 82A. No policy of life, health or accident in-
surance may hereafter be issued in this State until a form
thereof has been submitted to and approved by the Insur-
ance Commissioner. It shall be the duty of the Insurance
Commissioner to act within thirty (30) days after the sub-
mission of such form and in the event that he shall fail to
