SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safe-
ty, and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
SEC. 4. And be it further enacted, That this Act shall
take effect from the date of its passage.

CHAPTER 491.
AN ACT to repeal and re-enact, with amendments, Section
668 of Article IV of the Code of Public Local Laws of
Maryland (1927 Edition), title "Baltimore City, " sub-
title "Liquor and Intoxicating Drinks, " changing the
name of the Board of Liquor License Commissioners for
Baltimore City to the Board of License Commissioners
for Baltimore City; and to repeal Sections 664 to 667,
both inclusive, and Sections 669 to 691, both inclusive,
of Article IV of the Code of Public Local Laws of Mary-
land (1927 Edition), title "Baltimore City, " sub-title
"Liquor and Intoxicating Drinks, " and to enact in lieu
thereof certain sections to be designated as Sections 669
to 691, both inclusive, of Article IV of the Code of Public
Local Laws of Maryland (1927 Edition), title "Baltimore
City, " providing for the regulation of the sale of beer
and other beverages of alcoholic content in Baltimore
City; authorizing the Board of License Commissioners
for Baltimore City to administer the provisions of the
Act; and providing for certain license fees fixed in said
Act and allocating the same to the Mayor and City Coun-
cil of Baltimore.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 668 of Article IV of the Code of
Public Local Laws of Maryland (1927 Edition), title "Balti-
more City, " sub-title "Liquor and Intoxicating Drinks, " be
and the same is hereby repealed and re-enacted, with
amendments, to read as follows:
668. The Governor, by and with the advice and consent
of the Senate, shall appoint three persons who shall consti-
