costs in motor vehicle cases, shall be paid to the County
Treasurer of Wicomico County.

SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect on May 1, 1933.

CHAPTER 46.

AN ACT to add seventeen new sections to Article 11 of the
Code of Public General Laws of Maryland, entitled
"Banks and Trust Companies, " the said new sections to
follow immediately after Section 71, under sub-title
"General Regulations, " to 'be known as Sections 71A,
71B, 71C, 71D, 71E, 71F, 71G, 71H, 711, 71J, 71K, 71L,
71M, 71N, 710, 71P and 71Q, authorizing and requiring
the Bank Commissioner to take the custody, control and
management of all banking institutions and credit unions
accepting deposits and doing business under the pro-
visions of this Article; suspending remedies at law
or in equity against such institutions; and to authorize
the Governor by proclamation to terminate such custody,
control and management, and also to terminate the pro-
visions with respect to suspension of remedies, extension
of deposits and restrictions on the withdrawal of de-
posits; empowering the Bank Commissioner to restrict
the payment of deposits in such institutions, with cer-
tain exceptions; providing for the acceptance and pro-
tection of new deposits; authorizing banking institutions
to subscribe to stock in other banking institutions, and
generally to provide for the conservation and protection
of the assets of such institutions for the benefit of de-
positors and creditors, and the public generally, and for
reorganizations of such institutions and the transfer of
assets whenever necessary or desirable for such pur-
poses.

WHEREAS, An emergency has arisen which has been ac-
companied by wide-spread unemployment, decreased val-
