other money due the town, and shall disburse the same on
the order of the Council. The Council shall require of
the Treasurer a bond to be by them fixed and determined
for the faithful discharge of his duties as such Treasurer,
and for his failure or neglect to faithfully discharge his
duties as Treasurer he may be removed from office on a
two-thirds vote of the Council, and in such case the Coun-
cil shall elect from said electors a treasurer to serve for
the remainder of the term of the one removed. The Treas-
urer shall, annually and at such times as he may be re-
quired by the Mayor and Council, furnish a detailed state-
ment of the condition of the Treasury.

196. There shall be appointed annually by the Coun-
cil one person as Chief of Police and such other persons
as may be necessary, from time to time, as policemen of
said town, whose duties it shall be to preserve the peace
and good order of the town, to arrest without warrant and
to take before the Mayor of said town or a Justice of the
Peace any person found violating any ordinance, resolution
or regulation of the town or any law of this State; or
upon warrant issued on complaint of others to arrest any
person charged with violation of any ordinance, resolution
or regulation of the town or any law of this State and to
take them before the Mayor or a Justice of the Peace to
be dealt with according to law, and whenever necessary
to incarcerate an offender in such place as is provided by
the said Council, until a speedy trial can be had; and for
those purposes the said policemen are hereby vested with
the same powers as are now possessed by constables under
the laws of the State. The said policemen shall perform
such other duties as the Council may direct. The com-
pensation of the. said policemen shall be fixed by the Coun-
cil. The Council shall, if and when in its judgment the
same is desirable, retain an attorney or attorneys to repre-
sent the town.

197. The Council shall after advertising for public bids,
contract with any person or corporation to act as a scav-
enger, to collect, remove and/or dispose of all rubbish,
garbage, and objectionable matter in said town and pre-
scribe the manner and terms upon which such work shall
be done. The Council may defray either in whole or in
part the cost of such service by levying and collecting a
special tax against each dwelling or place of business in
said town, said tax to be graduated and commensurate with
the service rendered.
