States and the State of Maryland and to perform their
respective duties as Mayor, Treasurer and as members of
the Council of North Beach, to the best of their ability,
without fear, favor or partiality.
191. The Mayor, Treasurer and Councilmen shall
serve for two years from November 15th after their elec-
tion or until their successors are elected and qualified and
the service rendered by said Mayor and Councilmen, as
such, shall be gratuitous and without any pay unless and
until compensation be authorized and fixed by a vote of the
citizens.
192. The Mayor, by virtue of his office, shall sign all
orders and vouchers for the payment of all moneys, and
may call upon any officer of said town entrusted with the
receipt and expenditure of public money for a statement
of his accounts at any time he may deem necessary. He
shall see that the ordinances of the Council are duly and
faithfully executed, and shall report annually to the Coun-
cil the general state of the affairs of the town with an
accurate account of all moneys received and expended dur-
ing the preceding year, as shown by the Treasurer's books,
such report to be made public for the information of the
citizens. He shall act as presiding officer of the Council
and in case of a tie shall have the deciding vote.
193. In case of the temporary absence or disability
of the Mayor, the Council may designate one of its mem-
bers to act in his stead ad interim; such appointee to have
during such appointment all the powers and jurisdiction
hereby conferred upon the Mayor.
194. The Council shall meet regularly at least once
each month at North Beach, Maryland. All such meetings
shall be public; provided that pursuant to a vote of a ma-
jority of the members present, an executive session may
be held. A majority of the members of the Council shall
constitute a quorum for the transaction of business.
195. The Council shall appoint from the qualified elec-
tors of North Beach, a clerk who shall continue in office
during the time for which said Council is elected, unless
sooner removed by the Council, for cause, and whose com-
pensation may be fixed by them. The Clerk shall keep
in a well-bound book full minutes of the proceedings of
the Council. The Treasurer shall receive all taxes and
