SEC. 2J And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
having been passed by a yea and nay vote, supported by
three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 455.
AN ACT to repeal and re-enact with amendments Section
89 of Article 1 of the Code of Public Local Laws of Mary-
land, title "Allegany County, " sub-title "Coroners, " as
said section was amended by Chapter 37 of the Acts of
Assembly of 1910, relating to the compensation of cor-
oners in Allegany County; and to provide that said Act
be passed as an emergency measure.

CHAPTER 456.
AN ACT to propose an amendment to Section 7, of Article
XI, of the Constitution of the State of Maryland, title
"City of Baltimore, " requiring the Mayor and City Coun-
cil of Baltimore, in contracting any debt or giving any
credit, to discharge the same within forty (40) years,
amending the powers of the Mayor and City Council of
Baltimore to borrow money for emergency purposes;
and providing for the submission of said amendment to
the qualified voters of the State of Maryland for adoption
or rejection.
SECTION 1. Be it enacted by the General Assembly of
Maryland (three-fifths of all the members of each of the
two Houses concurring), That the following be and the
same is hereby proposed as an amendment to Section 7, of
Article XI, of the Constitution of the State of Maryland,
title "City of Baltimore, " the same, if adopted by the legally
