the immediate preservation of the public health and safety
and being passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 454.
AN ACT to repeal and re-enact with amendments Section
147A of Article 24 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Worcester County, " sub-
title "Ocean City, " said section having been enacted as
Section 172B by Chapter 17 of the Acts of 1931, increas-
ing the amount of money which the Mayor and City
Council of Ocean City may borrow on promissory notes.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 147A of Article 24 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wor-
cester County, " sub-title "Ocean City, " said section having
been enacted as Section 172B by Chapter 17 of the Acts of
1931, be and it is hereby repealed and re-enacted with
amendments, to read as follows:
147A. In addition to the powers already possessed and
not in limitation thereof, the Mayor and City Council of
Ocean City from time to time whenever it shall deem it
necessary, shall have power to borrow money on the faith
and credit of the town of Ocean City in an amount
not to exceed twenty thousand dollars outstanding at
any one time by passing an ordinance or ordinances au-
thorizing such indebtedness to be incurred and by issuing
for such indebtedness the promissory note or notes of the
Mayor and City Council of Ocean City, said note or notes
to be signed by the Mayor and countersigned by the Presi-
dent of the City Council; provided, however, that the ag-
gregate amount of money so borrowed shall at no time
exceed the aggregate amount of unpaid taxes, water rents
and sidewalk, boardwalk, street and seawall assessments
levied or assessed by said Mayor and City Council and not
barred by limitations.
