the purpose to which the same are dedicated, or for which
they have been directed to be used by any act of the Legis-
lature, provision of this Charter, or any amendments
thereto, or any ordinance passed in pursuance of the au-
thority given in the Charter shall be guilty of misdemeanor
and upon conviction shall be subject to a fine of not less
than one hundred dollars or imprisonment for not less
than six months, or both fine and imprisonment in the
discretion of the Court.

649. It shall be unlawful for the Mayor and City Coun-
cil to divert or use, or assist in diverting or using any of
the moneys of said town in any other way than that pro-
vided by law, and any such Mayor or member of the Coun-
cil found guilty thereof shall be subject to a fine of not less
than one hundred dollars or imprisonment for a term of
not less than six months and removal from office, or both
fine and imprisonment and removal in the discretion of the
Court.

CITY SOLICITOR.

650. The Mayor shall on the fourth Monday in April,
of each and every year, appoint a City Solicitor, subject to
the confirmation of the City Council, who shall be the legal
representative of the Mayor and City Council, of Laurel,
and shall receive an annual retainer of one hundred
dollars, for which he shall attend all regular meetings
of the City Council and such special meetings as he may
be requested to attend, shall prepare all ordinances, and
shall, in general, give such advice to the Mayor and City
Council as may be requested by them.

DISBURSEMENTS.

651. All moneys of the Mayor and City Council of
Laurel shall be deposited in bank or such other depository
as the Mayor and City Council shall approve, to the credit
of the said Mayor and City Council, and no payments of
any kind or character shall be made, except upon the order
or warrant of the Clerk to the City Council, who shall only
issue the same after an order or appropriation by the City
Council which has been approved by the Mayor. All such
payments shall be by check, signed by the Treasurer and
countersigned by the Mayor.

652. The Mayor shall on the fourth Monday in April,
1934, and every two years thereafter, appoint one person
