published elsewhere in Prince George's County that he
will sell for cash, at public auction, to the highest bidder,
on the day and at the time and place mentioned in said ad-
vertisements, the property therein specified, unless on or
before the day of sale the entire amount of taxes for
which such distraint or levy shall have been made, with
the interest thereon, and all costs of making said distraint
or levy and advertisement, shall be paid.

644. Every collector who shall sell any personal prop-
erty levied or distrained upon for taxes, after due adver-
tisement, as herein provided, shall retain out of the pro-
ceeds of sale the amount of taxes due from the delinquent,
for which such levy or distraint shall have been made, with
the interest thereon, and all costs incurred in making said
sale, and shall pay over the surplus, if any, to the owner
of the property so levied or distrained upon and sold.

STREETS AND SIDEWALKS.

645. The Mayor and City Council on the written request
of a majority of the land owners on any block of any street
in Laurel desiring to have the same improved, or on its own
volition, whenever it may deem the same may be necessary
and advisable, shall have the power and is hereby author-
ized to construct, repair or improve the streets and side-
walks of the town with cement, brick, gravel or other per-
manent material, putting in guttering or curbing and pro-
viding driveways where the same may be needed and other-
wise arranging for proper drainage along said street. At
the time of such construction or repair the Mayor and City
Council shall establish a grade for such streets in accord-
ance with a uniform system.

The cost of construction or repairing the sidewalks may
be charged in whole or in part to the said land owner, or
land owners along the said street in front of whose prop-
erty such sidewalk is laid and the same shall be a lien on
the said land of said owner or owners and collectible as
taxes are collected.

The time of payment of such cost may be extended by the
Mayor and City Council over a period of years not exceed-
ing ten in the discretion of the Mayor and City Council.

The Mayor and City Council is authorized from time to
time, when needed, to borrow money on the faith and credit
of the town and issue therefor interest bearing negotiable
certificates of indebtedness to be designated "sidewalk Cer-
tificates" to pay for the cost of the repair or improvement
of sidewalks, said certificates to be issued in an amount not
