lected by the Justice before whom the case is originally
brought, and in case of such removal the other party to
said case may have a second removal from said second Jus-
tice to a third Justice of the Peace, if he, she, or it so de-
sires, and makes the same affidavit before the second Jus-
tice.

All Justices of the Peace before whom any cases are
tried in which the Mayor and City Council is a party, shall
report to the Mayor and City Council monthly on the
second Monday of each month, showing the disposition of
such cases, and at the same time shall remit all fines col-
lected in connection therewith to the Mayor and City Coun-
cil.

In all criminal proceedings for a violation of ordinances
of the Mayor and City Council, or of the provisions of this
act, the defendant, if convicted, shall have the right of ap-
peal to the Circuit Court for Prince George's County upon
giving such bond or entering into such recognizance as the
said Justice may require.

POLICE.

631. There shall be appointed annually by the Mayor,
subject to confirmation of the City Council, on the fourth
Monday in April, or as soon thereafter as practicable,
one person as Chief of Police, and such other persons
as may be necessary, from time to time, as policemen
of said town, whose duties it shall be to preserve the
peace and good order of the town, to arrest without war-
rant and to take before a Justice of the Peace any person
found violating any ordinance, resolution or regulation of
the town of any law of this State; or upon warrant issued
on complaint of others to arrest any person charged with
the violation of any ordinance, resolution or regulation of
the town or any law of this State, and to take them before
a Justice of the Peace to be dealt with according to law,
and whenever necessary to incarcerate an offender in such
place as is provided by said Mayor and City Council, until
a speedy trial can be had; and for these purposes the
said policemen are hereby vested with the same pow-
ers as are now possessed by constables under the laws of
'this State, and shall be entitled, in addition to the com-
pensation fixed by the Mayor and City Council, to the fees
allowed constables under the laws of this State, which
shall be collected from the parties arrested and convicted.

And the said policemen shall perform such other services
as the Mayor and City Council may direct.
