or outside thereof, and they shall have full power to author-
ize the sale or disposition of any property owned or
acquired by the town whenever in their judgment it is
advisable and for the best interest of the town that the
same shall be disposed of.

And the City Council shall have full power to provide
by ordinance for the establishment of a Fire Department
for said town; the appointment of a Fire Chief, if in their
judgment it shall be necessary, who shall have general
charge of fighting and managing fires within the limits of
the town. Nothing herein contained shall be construed to
prevent the recognition by the Mayor and City Council of
any existing fire company as the Fire Department of the
town. All engines, hose, or other apparatus heretofore
purchased by the town may be used and disposed of as the
Mayor and City Council may direct either by any existing
fire company or by any other company or department here-
inafter recognized or provided for by the town.

And the said City Council shall in general have full
power to pass such ordinances, resolutions, or regulations
as may generally promote the public health, safety, wel-
fare and morals of the town.

626. And the said Mayor and City Council is empow-
ered, from time to time, to borrow money on the faith and
credit of the Mayor and City Council of Laurel and to
issue negotiable certificates of indebtedness, which shall
bear interest of not more than six per centum per annum,
for the purpose of paying for any repairs and/or replace-
ments to any municipally owned utility, in such sum as it
may deem necessary, provided that such certificate out-
standing at any one time shall not exceed the sum of Five
Thousand Dollars, and the certificate of the Clerk to the
City Council and the Treasurer of the town as to the
amount of outstanding certificates shall be evidence thereof.

And the said Mayor and City Council of Laurel is hereby
authorized and empowered to levy additional taxes to pro-
vide a sufficient fund to pay the interest and principal of
said certificates as they mature.

627. And the said Mayor and City Council is empow-
ered to erect or procure a proper room or building or re-
ceptacle, to be known as the City Jail, for the confinement
of such persons as shall be convicted and committed for a
breach of any ordinance, resolution or regulation, or who
may be awaiting a trial therefor. Any person who shall
break, damage or destroy said City Jail, or any part
