the inspection of any person interested. He shall also
enter in a well-bound book, kept for said purpose only, a
correct copy of all ordinances of the Mayor and City Coun-
cil and index the same as entered. He shall also cause
copies of all of said ordinances to be published one time
in at least one newspaper published in the said town.
POWERS OF CITY COUNCIL.
622. The City Council shall meet upon the next Mon-
day night succeeding their election and after qualify-
ing toy taking the same oath required to be taken
by the Mayor, they shall proceed to organize by elect-
ing one of their number President of the City Coun-
cil. They shall meet at 7: 30 P. M. on the second Mon-
day of each month for the transaction of general business,
and at such other times as they may be called in special
meeting by the Mayor. Three members present and voting
shall constitute a quorum of the City Council for the trans-
action of business, but a majority vote of all the
members of said Council, elected and qualified, shall be
necessary for the passage of any ordinance, resolution,
order, or appropriation. All ordinances, resolutions, orders
and appropriations shall take effect from the date of their
passage unless otherwise provided therein.
623. The style of all ordinances shall be: "Be it en-
acted and ordained by the Mayor and City Council of
Laurel. "
624. The City Council shall be the judge of the quali-
fications of its own members, and may provide by ordi-
nance for contested elections, and in like manner may pro-
vide for a contest of the Mayor's election.
625. The City Council may pass such ordinances, reso-
lutions or regulations for the welfare, good government and
improvement of the town and inhabitants thereof as to
them may seem proper. They may define, forbid, prevent
and remove all nuisances within said town; restrain dis-
orders and disturbances of every kind; forbid the carrying
of concealed weapons; prohibit the firing of guns, pistols or
other explosives in the town, and the tumultuous,
irregular and disorderly meetings of idle and dissolute per-
sons; regulate the location, erection or repair of buildings
in accordance with the public health, welfare and safety,
and provide, by ordinance, for the granting of permits
