the next regular meeting after the receipt of such appoint-
ment or appointments. If the City Council fails to take
such action within said time, then the person or persons so
nominated shall be to all intents and purposes such officer
or officers as if they had been confirmed by the City Coun-
cil.

If the City shall by the required vote and in the pre-
scribed time, refuse to confirm such nomination or nomina-
tions, the Mayor shall, at the next regular meeting of the
City Council send to it another name or names, for such
office or offices, and the duties of the City Council and the
Mayor shall continue to be as above prescribed until a
confirmation is had or a failure to act as aforesaid by the
City Council. All vacancies occurring in the offices which
the Mayor has the power to fill, subject to the rati-
fication or confirmation of the City Council, during the
recess of the City Council, shall be filled by the Mayor
until the next regular meeting of the City Council, at
which meeting the Mayor shall present the name of a
person for each office in which such vacancy has occurred
for the confirmation by the City Council, and the mode
and manner of procedure in such case shall be the same
as provided in this section for other appointments by the
Mayor and confirmation by the City Council. And any
person or persons appointed by the Mayor to fill any va-
cancy or vacancies in any office shall hold the same until
his or their successor or successors have been confirmed
by the City Council. Any officer appointed as herein pro-
vided shall be subject to removal at any time by the Mayor
with the approval of the Council. In times of public dan-
ger when it is impossible to convene the City Council the
Mayor shall have power to appoint temporary officers of
the peace for the town, charged with the duty of preserv-
ing peace and order therein, and authorized to make nec-
essary arrests in so doing.

621. The Mayor shall biennially, on the fourth Monday
in April, accounting from the fourth Monday in April,
1934, and also on the fourth Monday in April, 1934,
nominate one person as Clerk to the City Council, to
be confirmed by the City Council; who shall perform
such duties as the Mayor and City Council shall as-
sign, and shall receive a salary or compensation of one
hundred and twenty dollars per annum and shall give such
bond, as may be required. The said Clerk shall keep a neat
and correct minute of the proceedings of the City Council,
in a well-bound book, which shall at all times be open for
