furnished to the dealers by the Commissioner, which said
permission shall bear the signature of the dealer and shall
be displayed as registration cards are now required to be
displayed; and provided further that before the dealer shall
subscribe and furnish such permission to such purchaser,
such dealer shall have received from the purchaser the
written application for the titling and registration of the
said motor vehicle with the prescribed fees therefor and
shall have actually forwarded the same by mail or messen-
ger to the Commissioner.

Whenever a sale of a motor vehicle is made by a dealer
in used or second hand automobiles, registered under this
section, such dealer except in Baltimore City, may permit
the purchaser of such vehicle to use their Used Car Dealer
tags for the vehicle so purchased for a period of not exceed-
ing ten days from the date of sale, provided the dealer shall
give to such purchaser permission so to use such tags, said
permission to be in substitution for registration card and
to be on forms furnished by the Commissioner of Motor
Vehicles to the dealer, which said permission shall bear the
signature of the dealer and shall be displayed as registra-
tion cards are now required to be displayed and provided
further that before the dealer shall subscribe and furnish
such permission to such purchaser such dealer shall have
received from the purchaser the written application for the
titling and the registration of the said motor vehicle with
the prescribed fees therefor and shall have actually for-
warded the same by mail or messenger to the Commissioner
of Motor Vehicles.

New motor vehicles owned by and in the possession of
registered manufacturers, dealers or distributors shall be,
exempt from the registration by manufacturers' number
prescribed by Section 179.

Except when used by a purchaser from a dealer, as above
provided, dealers' tags shall not be used on any other motor
vehicle while engaged in business of any kind or character
except the automobile business of the manufacturer, dealer
or distributor, nor in the business of transportation for
hire or livery business; nor shall the same be used after
such manufacturer, dealer or distributor shall have been
notified by the Commissioner of Motor Vehicles that such
tags are forfeited because of his failure to comply with the
provisions of this section.

Nothing herein contained shall be construed to prohibit
a manufacturer, dealer or distributor from using his
dealer's tags for the purpose of towing another motor ve-
hicle, when such towing is incidental to his business.
