passed by the Mayor and Town Council, and for this pur-
pose they are vested with as full power and authority to
make arrests and serve criminal processes within the
boundary limits of the said town as constables now have
or may have hereafter under the laws of the State. The
health officer shall make frequent inspections, as often as
may be necessary, to maintain the public health and sani-
tary conditions of the town.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 409.
AN ACT to repeal Sections 552 to 570, both inclusive, of
Article 4 of the Code of Public Local Laws of Maryland
(1927 and 1930 Editions), title "Baltimore City, " sub-
title "Hay and Straw, " and to authorize and direct the
Board of Public Works of Maryland to sell the Eastern
and Northwestern Hay Scales in Baltimore City and the
property upon which said scales are located.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 552 to 570, both inclusive, of
Article 4 of the Code of Public Local Laws of Maryland
(1927 and 1930 Editions), title "Baltimore City, " sub-title
"Hay and Straw, " be and they are hereby repealed.
SEC. 2. And be it further enacted, That the Board of
Public Works of Maryland be and it is hereby authorized
and directed to sell, either at public or private sale, upon
such terms as said board may, in its discretion, deem most
advantageous to the interests of the State, the Eastern and
Northwestern Hay Scales in Baltimore City, and the prop-
erty owned by the State adjoining and upon which said
