person desiring to run for Councilman from his ward shall
file a petition with the town clerk containing the names of
at least 10 voters in his ward, fifteen days previous to elec-
tion; when said petitions have been filed and the time for
their filing have expired, the town clerk, under regulations
by the Mayor and Town Council, if considered advisable
by that body shall cause to be published in some manner
as shall give general publicity, the names of the petitioners
who have filed their petitions in accordance herewith, and
'the positions to which they aspire.

Section 415. That the Mayor and Council shall have
the power to levy, on or before the 30th day of April for
each year, taxes for the calendar year in which the levy is
made at such rates as they may find necessary for ex-
penses for that year, not to exceed fifty cents on the one
hundred dollars assessed valuation, based on the State and
County assessments for all purposes, and all taxes so levied
shall be a lien on any and all property of the person, com-
pany or corporation against whom they may be levied, and
the taxes for each year are payable on the first day of July
next succeeding the levy thereof, and will be in arrears and
subject to a legal interest from and after that date.

Section 416. That it shall be the duty of the Town
Treasurer as soon as the annual tax levy is made and placed
in his hands for collection to give notice by advertisement
in one newspaper published in the county, and proceed to
the collection of taxes through the town of Edmonston in
compliance with the laws for collection of State and County
taxes in Prince George's County; with the exceptions that
the sale of property for taxes not paid shall be held at
some public place in the said town, and advertising or
notice of such sale shall only be published in one news-
paper published in Prince George's County.

SEC. 3. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preserva-
tion of the public health and safety, and having been passed
by a yea and nay vote by three-fifths of all members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.
