deem necessary, but in case of his absence from any meet-
ing, the Council present shall elect one of their members
to preside, who shall for the time being have all the author-
ity of the Mayor.

Section 404. That annually on or before the first Mon-
day in May, after notice printed in some County news-
paper, the Mayor and Town Council shall appoint two
judges and two clerks, to conduct an election by ballot on
the first Monday of July if not a legal holiday, and if a
legal holiday, then on the day following, for the election
of officers provided for in Section 402. Such election offi-
cers shall themselves be eligible for registration as voters
under the provisions of this act, and one judge and one
clerk shall be appointed from each ward of the town. The
judges appointed in each year shall be the registration
officers for each year as hereinafter mentioned. The
Mayor and Town Council shall appoint the place of election
and shall give public notice of not less than fifteen days of
the time and place of lection by advertisement published
in at least one newspaper published in Prince George's
County and also by notice published in at least five public
places in said town. The polls shall be opened between
the hours of one and seven o'clock P. M.. and no person
not registered upon the books of registered voters of the
town and who is not an actual resident of said town upon
the day of election, shall be allowed to vote at such elec-
tions. The Mayor and Town Council shall prepare ballots
containing the names of those persons who have complied
with the provisions of this Act making them eligible to
become a candidate for the office which they seek. The
Mayor and Council shall receive all returns of election and
determine all questions arising thereunder.

There shall be a general registration of voters of the said
town in the year of 1933, and thereafter whenever directed,
by the Mayor and Town Council, which shall be held on two
days to be named by the Mayor and Town Council, the
earlier of which shall be not more than forty days before
the first Monday in July and the later of which shall not be
less than thirty days before the first Monday in July.
Notice of all registrations shall be given as in elections as
aforesaid, which shall be of not less than fifteen days in
advance of the first day fixed for such registration. In the
years in which there shall be no general registration of
voters, the Mayor and Town Council shall name similar
registration days, as herein provided, for supplemental
registration and revision, at which sittings duly qualified
