upon such terms, conditions and regulations as to them
may seem proper. They may regulate the keeping of dogs
in the town, provide a tax or license therefor, and to pro-
vide proper penalties for any person keeping a dog or al-
lowing one to run at large or to remain on his premises
in conflict with such regulations; provide for the killing
or impounding of all dogs not kept in compliance with
such regulations, or found running at large in violation
of such regulations. They may provide by ordinances
for the opening and closing of streets, and alleys; and the
straightening, widening, paving, grading and improving
of same, and for such purposes they shall have full power
of condemnation to be exercised in accordance with the
Maryland Constitution and in the same manner as provided
by the Public General Laws of Maryland. The Mayor and
Council are hereby authorized and empowered to con-
struct roadways, alleys, curbs, sidewalks and gutters
in the said town, when, where, and in the manner
to be determined by the Mayor and Council. They
may borrow money on the credit of the town for
emergency purposes upon making proper provisions for
its liquidation, and for this purpose they may execute
promissory notes, bonds, or other evidences of indebt-
edness. The Mayor and Council shall have power to
make all necessary regulations as to the notice to
property owners of assessments made under this Act. For
the purpose of enforcing ordinances the Mayor and Town
Council may prescribe minimum and maximum fines and
penalties therein, the maximum penalty in any such ordi-
nance not to exceed a fine in amount of one hundred dollars
($100) and confinement in Jail for a period of not more
than thirty days, besides costs. Any Justice of the Peace
for Prince George's County, Maryland, may impose such
fines or penalties for the breach of such ordinances, and
in default of payment he may commit the offender to con-
finement for a period of not more than thirty days
in the County Jail. No Police ordinance passed by
the Mayor and Town Council shall go into effect
until after the expiration of thirty days after its
passage, unless otherwise provided by the laws of
this State. If within thirty days from the date of its
passage a petition protesting against it signed by one-half
as many voters as voted at the last general election shall
be filed with the Town Clerk-Treasurer, such ordinance
shall be suspended, and the Mayor and Council shall re-
consider it, and if it be not repealed the Mayor and Coun-
cil shall submit it to a vote of the duly qualified voters of
