sub-title where he, it, or they, can establish satisfactory
evidence to the effect that he, it, or they, was, or were, not
a party to the grading and packing of the cantaloupes in
question, and had no knowledge that the same were mis-
branded or illegally packed.
461. The term "closed container, " as used in this sub-
title, shall mean any box, barrel, basket, crate, hamper,
bag, or other package made or covered with burlap, tarla-
tan, slats or other material, the entire contents of which
cannot be readily, properly, and thoroughly inspected
while such package is closed.
46J. If any of the provisions of this sub-title or the
application thereof to any person or circumstance is held
invalid or is in conflict with any State or Federal law the
validity of the remainder of the sub-title and the applica-
tion thereof to other persons or circumstances shall not
be affected thereby. Provided, however, that nothing in
this sub-title shall apply to Anne Arundel County.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1933.

CHAPTER 405.
AN ACT to authorize and empower the County Commis-
sioners of Anne Arundel County to borrow upon the faith
and credit of said County at any time and from time to
time, not later than June 1, 1935, a sum not exceeding
in the aggregate Seven Hundred and Fifty Thousand
Dollars ($750, 000. 00) at any one time outstanding, and
to issue and sell notes or coupon bonds therefor for the
purpose of providing funds to pay outstanding notes of
the County Commissioners of Anne Arundel County evi-
dencing the floating indebtedness of said County to the
extent of the proceeds of the sale of said notes or bonds,
and providing for the payment of said notes or bonds
and the interest thereon by a general tax levy on all the
taxable property within the limits of said County.
WHEREAS, there are now outstanding certain notes of the
County Commissioners of Anne Arundel County, which are
