no other purpose. All moneys received by the Commis-
sioner of Motor Vehicles as fines, penalties and forfeitures
of bonds, or any other kind of authorized security imposed
or collected under any of the provisions of this sub-title,
in each of the fiscal years 1934 and 1935, shall be accounted
for and remitted by said Commissioner to the State Treas-
urer, who shall create a Special Fund therefor. Out of said
Special Fund so created, the State Treasurer shall pay,
within the limits of the appropriations made by the Gen-
eral Assembly, all the salaries and expenses of the Traffic
Court of Baltimore City; and the balance of said Fund shall
be paid into the general funds of the State.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 392.

AN ACT to repeal and re-enact, with amendments, Section
34 of Article 2 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Anne Arundel County, "
sub-title "Annapolis, " and to add a new section to said
Article, said new section to be known as Section 62A
and to follow immediately after Section 62 of said Arti-
cle, defining intoxicating liquors and regulating the sale
of beer and wine and other beverages containing not
more than 3. 2 per cent, of alcohol by weight.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 34 of Article 2 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Anne
Arundel County, " sub-title "Annapolis, " be and it is here-
by repealed and re-enacted, with amendments, and that a
new section is hereby added to said Article, said new sec-
tion to be known as Section 62A, to follow immediately
after Section 62 of said Article, and all to read as follows:

34. No person, after the first day of May, nineteen
hundred and thirty-three shall sell, offer for sale or keep
