meeting in each week, and shall by resolution fix the time
of holding regular meetings. Special meetings of the
Board may be held at any time on the call of the Presi-
dent or any two members. A copy of the notice of the
time, place and purpose of each special meeting shall be
given each member not joining in the call or left at his
residence at least three hours before the meeting. No-
tice of a special meeting shall be deemed to have been
duly given to each member who is present at the meeting
and participates therein.
SEC. 14. Any provision of any law relating to Mont-
gomery County or its fiscal affairs heretofore enacted which
shall be deemed to be in conflict with any of the provisions
of this Act shall be subordinated to the provisions of this
Act, and in so far as such conflict exists, this Act shall
prevail.
SEC. 15. This Act is hereby declared to be an emer-
gency law and necessary for the immediate preservation
of the public health and safety, and being passed by a yea
and nay vote, supported by three-fifths of all of the mem-
bers elected to each of the two houses of the General As-
sembly, the same shall take effect from the date of its
passage.

CHAPTER 260.
AN ACT to add a new sub-title and a new section to Ar-
ticle 13 of the Code of Public Local Laws of Maryland,
title "Harford County, " said new sub-title to be known
as "Assessments, " and said new section to follow Section
84 of said Article and to be known as Section 84A;
providing for the reporting of newly acquired property
to the County Commissioners of Harford County, the
method of reporting same and fixing penalties for fail-
ure to do so.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new sub-title and a new section be
added to Article 13 of the Code of Public Local Laws of
Maryland, title "Harford County", said new sub-title to
be known as Section 84A, and to read as follows:
