and Council of Brunswick from taxes levied and collected
for general municipal purposes may be used by the Mayor
and Council for the payment of any and all municipal obli-
gations, debts and contracts, written or otherwise, that
have been or that hereafter will be incurred in any way for
the benefit and use of the municipality of Brunswick; and
all such water rents and charges shall be liens on the real
estate on which the water is used for which such rent or
charge is made from the time such rent or charge becomes
due and payable.
SEC. 2. And be it further enacted. That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 259.
AN ACT to provide for the administration of the fiscal
affairs of Montgomery County, Maryland; the appoint-
ment of a County Accountant and to prescribe his du-
ties; to provide for budget estimates and for the an-
nual levy of taxes; to prescribe the manner of disburs-
ing funds; to authorize the employment of special coun-
sel and regular counsel and to provide for their com-
pensation; to provide for the deposit of monies in banks
and the collateral or security therefor and the sale of
the same and the issuance of certificates of indebted-
ness not exceeding the amount of such deposits and
to provide for the regular and special meetings of the
Board of County Commissioners.
. SECTION 1. Be it enacted by the General Assembly of
Maryland, That it shall be the duty of the Board of
County Commissioners on or before the first Monday in
May, 1933, to appoint some person of honesty and ability,
who is experienced in the modern methods of account-
ing, as County Accountant, to hold office at the pleasure
of the Board at a salary of not exceeding three thousand
