be issued under this Act shall be paid to the Treasurer
of the State upon the warrant of the Comptroller, and such
proceeds shall be used exclusively for the following pur-
poses and for no other purpose, to wit:

The Comptroller shall immediately upon the sale of and
payment for said bonds or certificates of indebtedness first
return to and credit the Treasury for whatever advances
or payments may have been made as provided by Section 5
of this Act; the remainder of the proceeds of said loan
shall be credited on the books of the State Treasury De-
partment to the credit of the "Board of Public Works for
the use of the Relief of Unemployment and Destitution in
the City of Baltimore, " and shall be turned over to said
Board of Public Works from time to time whenever and as
called for, and shall be used, expended and applied by said
Board of Public Works for the following purposes:

Said funds shall be used for the general protection and
preservation of the safety, peace, health and welfare of the
State by providing relief for unemployment and destitution
in Baltimore City, by providing food, supplies, clothing,
shelter, general necessities, and such other aid and assist-
ance for the unemployed and destitute of Baltimore City as
may be deemed necessary by the Board of Public Works of
the State of Maryland. Said funds shall also be used, ap-
plied and expended to repay to the Mayor and City Council
of Baltimore, expenditures made by said Mayor and City
Council of Baltimore for this purpose, in the relief of unem-
ployment and destitution in the City of Baltimore up to
and including the 21st day of March, 1933, in the amount
of Four million, four hundred and forty-five thousand, six
hundred and twenty-five dollars and seven cents ($4, 445, -
625. 07), if the same be approved by the Board of Public
Works. Said funds shall also be used, applied and ex-
pended to repay to the Mayor and City Council of Balti-
more expenditures made by the Mayor and City Council of
Baltimore for this purpose for the relief of unemployment
and destitution in the City of Baltimore from March 22nd,
1933, up to and including August 31st, 1933.

Before any payments shall. be made by the Board of Pub-
lic Works to the Mayor and City Council of Baltimore for
or on account of the purposes above mentioned, or either
of them, the Board of Estimates of the Mayor and City
Council of Baltimore shall furnish unto the Board of Public
Works a detailed account of the expenditures constituting
the same.

After the Mayor and City Council of Baltimore has been
repaid for the above expenditures, or so much thereof as
