services such compensation as may be provided for in the
State Budget upon the recommendation of the Board. The
Executive Secretary shall be a competent person having
adequate training and practical experience in social wel-
fare and relief work; and in making said appointment, the
Board shall be governed by Article 64A of the Code of
Public General Laws of Maryland. The members of the
Board, the Executive Secretary and other employees shall
be allowed their reasonable traveling expenses in attend-
ing to their duties. The Executive Secretary shall devote
his whole time to the duties of the office; and the said
Board, with the approval of the Governor, may appoint
such other employees as a proper performance of its duties
may require. The said Board shall be provided with suit-
able offices by the Board of Public Works. The salaries of
all employees shall be fixed by the said Board with the
approval of the Governor; provided that in no case shall
the total expenditures of the said Board for administrative
expenses exceed the amount appropriated to it therefor in
the State Budget. The said Board shall have the power to
discharge or remove any of its employees at any time in
accordance with the provisions of said Article 64A.
7. It shall be the duty of the Executive Secretary of
this Board to inform himself fully as to the condition and
conduct of all the institutions, organizations and agencies
of a charitable nature receiving financial assistance from
or having contracts within the State, and to advise with
them and to study the progress of social work in the State,
and to report fully to the Board at its regular and special
meetings, and to perform such other duties as the Governor
or said Board may require of him. During the session of
the Legislature, he shall be in attendance upon and subject
to the joint control and direction of the Finance Committee
of the Senate Ways and Means Committee of the House of
Delegates; and shall perform such duties in the line of his
employment and make such investigations and reports as
may be imposed upon him by these Committees. For this
purpose, the said Executive Secretary shall be furnished
with a suitable office in the State House, during the sessions
of the Legislature.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1933.
