cessors shall have been appointed and qualified. Of the
six members so appointed, two may be women, and not
more than three shall be residents of any one county or
city. A vacancy shall be filled by appointment for the
unexpired term in accordance with the terms of this
Section.
2. No member of this board nor any of its employees
shall be directly or indirectly interested in any contract
for building, repairing or furnishing in whole or in part,
or be financially interested in any contract with any insti-
tution coming under the supervision of this board; nor
shall any officer, secretary or employee of any such insti-
tution be eligible to appointment on this board.
4. The board shall hold regular meetings quarterly and
may hold adjourned, special or called meetings at any time
in such places within this State as may seem to it con-
venient and expedient. It shall investigate, study and con-
sider the whole system of public and private institu-
tions, organizations and agencies of a charitable nature
in the State, including those which receive part of their
income from the State. Within one week after the covening
of every regular session of the General Assembly it shall
furnish to the chairman of the Finance Committee of the
Senate and the Ways and Means Committee of the House
of Delegates a printed report of the condition of all the
institutions receiving financial aid from this State, and
shall further make such recommendations as to the appro-
priations for such institutions as may seem wise and for
the best interests of this State, giving the reasons for such
recommendations as fully as may be practicable. The
Board shall have charge of the administration and distri-
bution of all money, foodstuffs, clothing or other neces-
saries which may be made available to or by the State for
the relief of distress within the State arising out of invol-
untary unemployment, flood, epidemic or other emergency;
and to enable the Board to administer and distribute such
relief deservingly and adequately, it may, with the approval
of the Governor, appoint agents, or designate existing
agencies or organizations within the State as its agents as
may be required; and the Board may, with the approval of
the Governor, prescribe regulations for such purposes not
inconsistent with the terms of the grant of such relief.
5. To enable the Board of State Aid and Charities to
properly discharge the duties imposed upon it by this law,
the said Board may of its own motion, or by the direction
