than five thousand dollars, or, in the discretion of the
court, shall be sentenced to be imprisoned in the peniten-
tiary of this State for not less than two nor more than
twelve years, or both fined and imprisoned, and shall also
be forever disfranchised and disqualified from holding any
office of trust or profit in this State; and any person so
bribing or attempting to bribe or so demanding or receiv-
ing a bribe shall be a competent witness, and compellable
to testify against any person or persons who may have
committed any of the aforesaid offenses; provided, that
any person so compelled to testify in any such case shall
be exempt from trial and punishment for the crime of
which such person so testifying may have been a par-
ticipant.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1933.

CHAPTER 203.

AN ACT to repeal Chapter 423 of the Acts of 1922 of the
Laws of Maryland.

WHEREAS, On the 13th day of April, 1922, An Act was
approved whereby "The Commissioners of Vienna, " Dor-
chester County, Maryland, were authorized and empowered
to construct, own, and operate a water supply system for
the said Town of Vienna, and to issue bonds to the extent
of Twenty Thousand Dollars ($20, 000. 00) on the faith and
credit of the said Town of Vienna, Maryland, and

WHEREAS, The said "The Commissioners of Vienna" have
not as of this date issued said bonds or installed said water
supply system for the said Town of Vienna, Maryland, and

WHEREAS, "The Commissioners of Vienna" are informed
and find that they can construct and equip a water supply
system and sewerage system for the said Town of Vienna,
Maryland, for the sum of Twenty Thousand Dollars ($20,
000. 00), and

WHEREAS, In the year 1922 it was only possible to con-
struct and build the water supply system, and
