(3) Two Elevenths (2/11) of the proceeds of the sale
of said bonds shall be paid over to the Board of Education
of Washington County and shall be used, expended and ap-
plied by the said board for the purpose of erecting an addi-
tion to the Sandy Hook School and for equipping and
furnishing same.

Provided, however, that the funds herein enumerated
and for the specified purposes herein outlined shall be ex-
pended as herein set forth and shall not be diverted for
any other purpose, and any balance remaining unexpended
of the amount hereinbefore specified shall be retained by
the County Commissioners of Washington County and ap-
plied by them in their discretion to school purposes.

SEC. 5. And be it further enacted, That the said Board
of Education of Washington County shall award the con-
tracts for the erection of said Sharpsburg school building
and the additions to the Sandy Hook school building, pro-
vided for in this Act, equipping the same with heating
plants, and lighting and water fixtures and other proper
school equipment, to the lowest responsible bidders there-
for, after the said Board shall have advertised for bids
therefor, provided, however, that said Board shall have the
right to reject any or all bids. Said Board of Education
shall require the successful bidder to whom said contract
is awarded, to make a contract in writing for the faithful
performance of his work, and said contractor shall agree
in said contract to complete and equip said building in
time for occupancy not later than September 1, 1935, to
pay all laborers employed by him on said building, and for
all materials used in the construction and equipping of the
same, and shall give bond, acceptable to said Board, for
the faithful performance of his contract. The said Board
of Education is hereby given full power and authority to
employ an architect or architects and to do all things in
connection with the construction and equipping of said
building as may be necessary.

SEC. 6. And be it further enacted, That the money
arising from the sale of said bonds shall be deposited in a
separate and special account in some bank or banks, sav-
ings institution or institutions or trust company or com-
panies by the said Board of Education of Washington
County that will guarantee to pay interest on daily bal-
ances at the best rate obtainable, and the said money shall
be paid out only on checks, signed by the president of the
