qualified voters who are assessed as owners of any interest,
joint or several, in real property in Section 4, Chevy Chase,
Montgomery County, Maryland, shall have the right to
vote, such meeting to be held after giving at least ten days'
notice thereof to each of such owners of property
abutting on such improvement and against whose,
property assessments of such improvement would be levied
hereunder and the resident registered qualified voters who
are assessed as owners of any interest, joint or several, in
real property in Section 4, Chevy Chase, Montgomery
County, Maryland, by depositing said notice which shall in-
corporate thek text of the list or statement aforesaid in the
United States Postoffice addressed to such owner's last
known address. At such meeting the making of such pro-
' posed improvement and the levy of such assessment shall
, be submitted to a vote of the resident registered
qualified voters who are assessed as owners of any in-
terest, joint or several, in real property in Section 4,
Chevy Chase, Montgomery County, Maryland, present and
such improvement shall be undertaken only upon a ratifica-
tion of such proposition by a majority vote of the
resident registered qualified voters who are assessed as
owners of any interest, joint or several, in real property
in Section 4, Chevy Chase, Montgomery County, Maryland,
present and voting at such meeting. If the proposition sub-
mitted by the Citizens' Committee is so ratified, the pro-
posed improvements shall be made. Provided, how-
ever, that sidewalks, curbs and gutters, when proposed
to be laid or constructed for the first time, shall be laid or
constructed on both sides of the road, street or lane at the
same time. Any party affected by the final decision of said
meeting shall have the right to appeal therefrom within ten
days to the Circuit Court of Montgomery County, Mary-
land. If two-thirds of the property owners on any such
street, road, or lane shall petition that such street, road or
lane shall be built, rebuilt, constructed or reconstructed or
that the sidewalk, curb, gutter and/or crossing thereon
shall be built, rebuilt, constructed or reconstructed, the said
Committee shall thereafter determine that said street, road,
lane, sidewalk, curb, gutter and/or crossing shall be im-
proved as stated in the said petition and proceed as in para-
graphs (c), (d) and (e) of this section.

(e) If such proposition shall be so adopted it shall be
certified by the Citizens' Committee of Section 4 to the
Board of County Commissioners for approval. Such certi-
fication shall include the list or statement hereinbefore pro-
vided, together with any supplemental estimate of cost
