levies, or any anniversary of such levy, or levies, as the
said County Commissioners may determine; said resolution
shall provide that such unpaid special assessments, or any
balance due thereon, may thereafter be paid in equal an-
nual instalments, not exceeding ten from the date of the
original levy thereof, or any anniversary of such levy, or
levies, as said County Commissioners may determine, in-
cluding all interest, penalties or costs thereon which shall
be calculated to the next anniversary of the original levy
and divided into and included in the instalments as though
they were part of the original levy, and shall be collected
as such; and such resolution shall further provide that such
extensions shall apply to all overdue instalments or bal-
ances on such special assessments, whether the same shall
have been advertised and sold, or in default and not ad-
vertised and sold, and shall extend to and apply to all
properties heretofore purchased at tax sale by the County
Commissioners of Montgomery County, but shall not affect
or apply to any amount due under any tax sale or deed to
a purchaser other than said County Commissioners; such
resolution shall direct the County Treasurer or other tax
collecting authorities to calculate and enter such special
assessments, so extended, upon his books, and proceed
thereafter to the collection of such assessments, in said
instalments, as the original levy or any instalment thereon
was collected, with the interest, penalties and costs pro-
vided by law or resolution for such instalments, and all
acts, advertisements or sales of such Treasurer shall there-
after have the same force and effect as if such collections
were being made under all laws or resolutions or any
amendments of either applying to the original levy; all
such special assessments in default, including such assess-
ments withheld from advertising and sale by the County
Commissioners, are hereby ratified and confirmed and de-
clared to be a lien on the property against which they are
levied and collectable according to law.

The County Commissioners of Montgomery County may
at any time renew, re-issue, extend or refund any certifi-
cate of indebtedness, promissory note or other obligation
of said County, upon such terms, for such maturities, and
upon such conditions as they may deem advisable, provided
that in no event shall the amount of such renewal, exten-
sion or re-issue exceed the original amount, or carry a rate
of interest greater than six percent, and in the event that
the said County Commissioners have to pay in full or in
part any outstanding obligation, provision for the payment
