date on which bids are to be filed, and the contract for
any such school building, improvement, supplies or other
equipment shall be awarded to the lowest responsible bid-
der, but the Board of Education in the respective counties
shall have the right to reject any and all bids and to re-
advertise for other bids, and any contract entered into or
purchase made in violation of the provisions of this sec-
tion shall be null and void; provided, however, that the
provisions of this section shall not apply to contracts for
the purchase of books and/or other materials of instruc-
tion, and provided further that the Board of Education
in any county shall be permitted to name in the specifica-
tions and advertisement for bids under this section the
particular make, kind or brand of article or articles to
be purchased or contracted for, and provided further that
nothing in this section shall apply to emergency repairs
during the period of the regular school year.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1933.

CHAPTER 152.

AN ACT to add a new section to Article 48A of the Code
of Public General Laws of Maryland, 1924 Edition, title
"Insurance, " sub-title "Insurance Department, " said
new section to follow immediately after Section 10 and
to be known as Section 10A, authorizing the Insurance
Commissioner to make and rescind rules and regulations
imposing any condition upon the conduct of the business
of any insurance company which may be necessary or
desirable to maintain sound methods of insurance and to
safeguard the interests of policyholders, beneficiaries,
obligees and the public generally, during the period of
the emergency defined and limited therein, which rules
and regulations shall have the force of law.

WHEREAS, a public emergency exists, by reason of the
abnormal disruption of economic and financial processes
which affects the conduct of the business of insurance in
a normal and ordinary manner; and a large number of
States have passed emergency legislation which directly
