tion, " said two new sections to be known as Section 59A
and Section 59B, and to follow immediately after Sec-
tion 59 of said Article 77, said two new sections to pro-
vide that it shall be unlawful for any member of the
Board of Education of any county in Maryland, or for
the County School Superintendent to be interested for
profit in any contract or purchase to which the Board
of Education in that county is a part, and to prohibit
the making of contracts or purchases involving more
than one thousand ($1, 000. 00) dollars by the Board of
Education in each county, without advertising for bids
except contracts or purchases of books and other ma-
terials of instruction and emergency repairs, and to pro-
vide penalties for the violation of said provisions.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That two additional sections be, and the same
are hereby added to Article 77 of the Annotated Code of
Public General Laws of Maryland, title "Public Education, "
sub-title "County Board of Education, " said two additional
sections to be known as Sections 59A and 59B, and to fol-
low immediately after Section 59 of said Article, and to
read as follows:
59A. It shall be unlawful for any member of the Board
of Education in any county in Maryland or for any County
School Superintendent to be interested for profit in any
contract or purchase to which the Board of Education in
that county is a party, and any member of such a Board
or any County School Superintendent so interested shall
be deemed guilty of a misdemeanor, and upon conviction
thereof after indictment by the Grand Jury, shall forfeit
his office as a member of the Board of Education or as
County School Superintendent, and shall be subject to a
fine not to exceed five hundred dollars, or imprisoned in
the Maryland House of Correction for a term not to ex-
ceed one year; provided, however, that the provisions of
this section shall not apply to any contract or other trans-
action involving the deposit of school funds in any au-
thorized State or Federal Banking institution.
59B. Where the cost of any school building, improve-
ment, supplies or equipment of any sort exceeds the sum
of one thousand dollars, the Board of Education in each
county shall advertise for bids in one or more newspapers
published in their respective counties, publication of such
advertisement to appear at least one week prior to the
