sion. All cesspools, sink drains and privies shall be aban-
doned and left in such a way that they cannot again be
used nor injuriously affect the public health, said disposi-
tion to be determined by the Commission. Furthermore,
all property owners, after due notice, shall disconnect from
existing sanitary sewers in the area under the jurisdiction
of said Commission, all rain water down spouts and storm
water drains.

SEC. 8. And be it further enacted, That for the purpose
of providing funds for maintaining, repairing and operat-
ing its sewerage and drainage systems and treatment
works, including overhead expense and proper depreciation
allowance, said Commission shall be empowered and di-
rected to use so much of the funds received from taxation
by the two agencies as provided under Section 6 of this Act.

SEC. 9. And be it further enacted, That said Commis-
sion shall have full power and authority to enter into any
contract or agreement with the United States Government
for the connection of the sewerage and drainage systems
of the U. S. Naval Academy, or any and all other Federal
property, with the system or systems of the Commission,
for the disposal of sewage and drainage from the Sewerage
District, and for the payment of necessary charges there-
for by the United States Government; and to enter into any
agreement concerning any other matter necessary, advis-
able or expedient, for the proper construction, maintenance
and operation of the sewerage and drainage system and
treatment works under its control or those under the con-
trol of the Federal authority. Any contract or agreement
so entered into shall have the full force and effect of a con-
tract between the United States Government and the State
of Maryland.

SEC. 10. And be it further enacted, That this Commis-
sion may enter upon any State, county, or municipal street,
road or alley, or any public highway, f or the purpose of
installing, maintaining and operating the sewerage and
drainage systems and treatment works provided for under
this Act, and it may construct in any such street, road or
alley or public highway, a sewer or drain, or any appur-
tenance thereof, without the receipt of a permit or the pay-
ment of a charge; provided, that whenever any State,
county or municipal highway is to be disturbed the public
authority having control thereof shall be duly notified, and
