the said clerks, respectively, shall append a certificate that
said list is fully and fairly made; and for making such list
the said clerk shall receive such compensation as the county
commissioners shall deem right and proper; and for failure
to perform the duty hereby imposed the said clerk to said
commissioners shall forfeit and pay a fine to the State of
not less than five hundred dollars nor more than one thou-
sand dollars in the discretion of the court to be recovered
by indictment as for a misdemeanor, and he shall be thence-
forth wholly incapable of holding or exercising the duties
of the said clerk to the county commissioners. Nothing in
this section shall apply to Baltimore County. Special local
laws exist for Caroline, Somerset, Worcester, Anne Arun-
del, St. Mary's, Queen Anne's and Talbot Counties.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1933.

CHAPTER 67.

AN ACT to repeal and re-enact, with amendments, Sections
642, 644, 645, 646 and 647 of Article 1 of the Code of
Public Local Laws of Maryland, (1930 Edition) title,
"Allegany County, " sub-title, "Westernport, " relating to
the registration of voters, elections and terms of office.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 642, 644, 645, 646 and 647 of
Article 1 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Allegany County, " sub-title "West-
ernport, " be and the same are hereby repealed and re-
enacted with amendments so as to read as follows:

642. The citizens of said Town of Westernport of the
age of twenty-one years and upwards being citizens of the
United States and who shall have resided in said town for
and during a space of six months next preceding any
municipal election shall be qualified to vote at any munici-
pal election of officers in said town, and the qualified voters
are hereby authorized on the last Monday in March in the
year 1934, and biennially thereafter at the usual place
of holding elections in said town, or such place as
