means and method of collecting this tax; to provide cer-
tain descriptive markers for all passenger motor ve-
hicles; to provide for the enforcement of this Act; to
except certain motor vehicles from the provisions of this
Act, and to provide rules and regulations with respect to
such carriers, and to provide penalties for violations of
the provisions of this Act.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That twelve new sections to be under a new
sub-title to read as follows: "Mileage Tax For Use And
Maintenance of the Roads", be added to Article 81 of the
Code of Public General Laws of Maryland, 1929 Edition,
title "Revenue and Taxes", to follow immediately after
Section 198, to be known as Sections 199, 199A, 200, 201,
202, 203, 204, 205, 206, 207, 208 and 209, and to read as
follows:

199. It shall be the duty of each owner of a motor
vehicle to be used in the interstate transportation of pas-
sengers for hire operating over State, State-Aid, im-
proved county roads, and streets and roads of incorpo-
rated towns and cities in the State of Maryland: (1) to
secure a permit from the Public Service Commission of
Maryland to operate over said roads and streets; (2) to
present same to the Commissioner of Motor Vehicles an-
nually, at the time and according to the method and pro-
visions prescribed by law for the making of applications
for registration tags in the case of all other motor vehi-
cles; (3) to make an application in writing for registra-
tion with the Commissioner of Motor Vehicles, and to
state in said application besides the other matters by law
provided; (a) the seating capacity for passengers of said
motor vehicle; (b) the route on which said motor vehi-
cle is to be used; (e) whether reserve or substitute motor
vehicles are maintained by the applicant to be used only
in emergencies, and if so, the number of such reserve
and substitute motor vehicles and a complete description
of each, such motor vehicles when in use to be designated
by a special marker to be furnished by the Commissioner
of Motor Vehicles; (d) the length of the route in miles
on State, State-Aid, improved County roads, and streets
and roads of incorporated towns and cities, respectively,
in the State of Maryland; (e) the weight of the vehicle;
and (f) the schedule under which it shall be operated;
and (4) for each such motor vehicle, except reserve or
substitute vehicle, a fee shall be paid to the Commissioner
