SECTION 1. Be it enacted by the General Assembly of
Maryland, That the installment of taxes due on or before
the second Monday in April, 1933, in Howard County may
be postponed until June 1, 1933, and the Treasurer of
Howard County shall not advertise any property for sale
if two-thirds of the taxes and interest due thereon are paid
on or before June 1, 1933.
SEC. 2. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety and
being passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 569.
AN ACT to add an additional section to Article 11 of the
Code of Public General Laws of Maryland, title "Banks
and Trust Companies, " sub-title "Bank Commissioner, "
to follow immediately after Section 9 of said Article and
to be known as Section 9A, to require the Bank Com-
missioner, when acting, under the provisions of Section
9 and/or Section 61 of said Article, as receiver for any
banking institution, to obtain securities for the purpose
of securing deposits of funds coming into his hands as
such receiver.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be, and the same is hereby
added to Article 11 of the Code of Public General Laws
of Maryland, title "Banks and Trust Companies, " sub-title
"Bank Commissioner, " to follow immediately after Section
9 of said Article, to be known as Section 9A and to read
as follows:
9A. All monies coming into the hands of the Bank
Commissioner in his capacity as receiver for any banking
institution (acting under the provisions of Section 9 and/or
Section 61 of this Article) shall be deposited by him to his
credit as receiver of such banking institution, in such bank
