143N. No license or renewal of same granted or issued
under the provisions of this sub-title shall be assignable or
transferable, and every license and renewal of same shall
specify the name of the person, firm or corporation to whom
it is issued, and in the case of a firm, the members of said
firm, and in the case of a corporation, the principal officer
or the designated representative of said corporation,
through whom the application for the said license was
made.
143 O. All fees collected under the provisions of this
sub-title shall be for the use of said board to defray its
necessary expenses.
143P. It shall be the duty of the said board before the
first Monday of May of each year to make a report in writ-
ing to the Governor of the State, containing a detailed
statement of the nature of the receipts and manner of ex-
penditure, and any balance of money remaining at the end
of the year, after payment of expenses, shall be reserved
by the treasurer of said board to meet the expenses for the
ensuing year.
143Q. The provisions of this sub-title shall not apply
to journeymen electricians or apprentices while such jour-
neymen or apprentices shall be practicing their trade of
journeyman electrician or apprentice, nor to any electric
light company, electric railway company, steam railway
company, telegraph or telephone company.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
