sioner, and no application for an ancillary Receiver for
a foreign corporation, shall be instituted except by such
authority, or by the Receiver duly appointed by some other
court of competent jurisdiction, and in any such proceeding
the court shall be authorized to appoint the Insurance Com-
missioner or the Deputy Insurance Commissioner as an-
cillary Receiver, subject to the provisions of Section 51 of
this Article.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 553.
AN ACT to add seventeen new sections to Article 5 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Calvert County, " said new sections to be known as
Sections 143A to 143Q, inclusive, under sub-title "Instal-
lation of Electrical Apparatus and Wiring, " and to follow
immediately after Section 143 of said Article, to provide
for a board of electrical examiners and supervisors for
Calvert County, to provide for the examination, licens-
ing and bonding of all master electricians in said county,
to prohibit any person, firm or corporation from engag-
ing in work as a master electrician without a license, and
providing penalties for violation of the provisions ef
this law.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That seventeen new sections be and they are
hereby added to Article 5 of the Code of Public Local Laws
of Maryland (1930 Edition), title "Calvert County, " said
new sections to be known as Sections 143A to 143Q, in-
clusive, under sub-title "Installation of Electrical Appa-
ratus and Wiring, " to follow immediately after Section 143
of said Article, and all to read as follows:
