stitutional shall not affect this Act or any other section or
part of section.
SEC. 7. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and toeing passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 539.
AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title
"Washington County, " sub-title "Tax Collector, " said
new section to be known as Section 805A and to follow
immediately after Section 805 of said Article, to author-
ize, empower and direct the Collector of taxes for said
Washington County to collect taxes levied by the Mayor
and Council of Hagerstown upon motor vehicles owned
by residents of the City of Hagerstown, and to make
applicable to such taxes the rates of discounts and inter-
est charges presently in force or which may hereafter
be provided with reference to the collection of County
taxes for said Washington County; to provide compen-
tion therefor and to further provide for adjustments
and releases by the Supervisor of Assessments of Wash-
ington County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 22 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Washington County, " sub-title "Tax
Collector, " said new section to be known as Section 805A,
to follow immediately after Section 805 of said Article and
to read as follows:
805A. The Collector of Taxes of Washington County be
and he is hereby authorized, empowered and directed to col-
lect all taxes levied by the Mayor and Council of Hagers-
town upon each and every motor vehicle owned by a resi-
dent of the City of Hagerstown, and it shall be the duty of
the Mayor and Council of Hagerstown to assess each and
