sors shall be named in the manner following: three
members to be appointed by the Mayor, Counsellor
and Aldermen of the City of Annapolis, and two by the
County Commissioners of Anne Arundel County, one of
whom shall be a member of the Anne Arundel County Sani-
tary Commission. The appointees of the Mayor, Counsellor
and Aldermen of the City of Annapolis shall be residents
and taxpayers of the said sewerage district, the appointee of
the said County Commissioners, other than the member of
the Sanitary Commission, shall be a resident and taxpayer
of the sewerage district outside of the City limits of the
City of Annapolis, and shall serve for four years, or until
their successors are appointed and have qualified. Any
vacancy occurring at any time in the personnel of the Com-
mission shall be filled by the agencies prescribed as above
for making the subsequent appointments, and shall serve
for the unexpired term. Annual salary of each of said
commissioners shall be six hundred dollars, payable
monthly. The Commission shall elect one of its members
chairman, and shall appoint and discharge at pleasure and
fix the compensation of secretary-treasurer (who may be
a member of the said sewerage commission) and such en-
gineering, legal, clerical and other force and help as, from
time to time, in its judgment may be deemed necessary to
carry out the provisions of this Act. The Commission is
hereby empowered to delegate the engineering duties to the
Anne Arundel County Sanitary Commission, if it so deems
desirable allowing the Anne Arundel County Sanitary Com-
mission such funds to carry out such delegated duties as
may be agreed upon between the two commissions. Said
Annapolis Metropolitan Sewerage Commission shall an-
nually publish in at least one newspaper in Annapolis a full
and true account, under oath, of its receipts, expenses and
expenditures. Prior to such publication, said account shall
be fully audited by a certified public accountant to be em-
ployed and paid by said Commission.

SEC. 3. And be it further enacted, That the members
of said Commission shall be a body corporate, by the name
of the "Annapolis Metropolitan Sewerage Commission, "
with the right to use a common seal, to sue and be sued,
and to do any and all other corporate acts for the purpose
of carrying out the provisions of this Act. Whenever it
shall be deemed necessary by said Commission to take or
acquire any land, structures or buildings, either in fee or
as an easement, for, the construction, extension or main-
tenance of any sewer, or appurtenance thereof, or for any
