JOINT RESOLUTION
NO. 1.
JOINT RESOLUTION for the appointment of a committee to
investigate the question of Relief and Aid to the Needy.
WHEREAS, for several sessions of the General Assembly, the
question of Relief and Aid to the Needy has been up for con-
sideration; and
WHEREAS, there has been no unanimity as to the amount of
relief which is actually necessary or the legislation which
would be most desirable to produce sufficient revenues; and
WHEREAS, relief has apparently ceased to be a temporary
emergency and permanent legislation should be enacted to
provide for it; and
WHEREAS, there are numerous public and private agencies
dealing with the question of relief and administering both
public and private funds; and
WHEREAS, there is probably a duplication of effort and a
waste of. funds in the operation of so many agencies; there-
fore be it
Resolved 'by the General Assembly of Maryland, That the
Governor be and he is hereby requested to appoint a special
committee, to consist of such number of persons as he may
deem necessary, to investigate the whole question of Relief and
Aid to the Needy, including the agencies, both public and
private, administering any form of relief, and to report to the
next General Assembly, which convenes in January, 1939, with
any recommendations relative thereto, including drafts of any
proposed legislation.
