House has been holding three Sessions daily. In addition,
we would state, that while we have from time to time given
drafts upon the Comptroller, for amounts that would enable
the Printer to prosecute the work, we have reserved more than
one-fifth of the whole amount named in the contract, to be
paid by the Comptroller upon the completion of the Docu-
ments yet to be printed, the Journals of both Houses, and the
printing of the Laws and Resolutions. Your Committee
believing they have discharged their duties to the best of their
ability, would respectfully ask the adoption of this report,
and that the Committee be discharged.
All of which is respectfully submitted.

Senate bill entitled an Act to regulate the method of con-
ducting primary elections in the City of Baltimore, and to
add additional Sections to Art. 4, of the Code of Public Local
Laws, relating to the City of Baltimore,

Being upon its second reading,

Mr. Rtevens submitted the following amendments :
AMENDMENT PROPOSED.

Strike out Section G, and insert the following :

G. Any Judge of a primary election who shall willfully
and knowingly refuse it legal vote when offered by a voter,
whom two of said Judges shall decide to belong to the party
or organization then holding the primary election, or receive
an illegal vote, or combine or conspire with any person or
persons whatsoever to violate the provisions of this Article
relating to primary elections, shall be deemed guilty of a
misdemeanor, and be subject to imprisonment for not less
