1876.] OF THE SENATE. 923

ments, and request the appointment of a Committee of Con-
ference to adjust the differences between the two Houses. We
have appointed on the part of the Senate Messrs. Gorman,
Dennis and Aydelotte.

By order,

AUGUSTUS GASSAWAY,

Secretary.

Which was read, assented to, and sent to the House of Dele-
gates.

Mr. Hepbron, from Joint Select Committee, submitted the
following

REPORT.

To the Honorable the

Senate and House of Delegates of Maryland:

The undersigned, the Joint Committee, appointed under
and by virtue of Article 3, Section 24, of the Constitution,
and to whom was referred the following order of the House
of Delegates, to wit : "Ordered, That the Joint Committee
of the Senate and House of Delegates, required by Section
24, of Article 3, of the Constitution, be hereby required, as
early as possible, to examine into the expenses of the various
Courts of the City of Baltimore, State's Attorney for
said city, and the several Clerks of said Courts, and the fees
received by them and the said State's Attorney, and report
the same to this General Assembly, with such recommen-
dations as to the economy of the same as they may suggest,"
beg leave to report that they did, at a meeting of said Com-
mittee, in order to facilitate the investigations into the va-
rious matters with which they were specially charged, ap-
point five members of the same, to wit: Messrs. Gorman,
Hepbron, Snowden, Hoblitzell and Turner, to fully carry out
the requirements of said order, who, in the discharge of their
duty, did fully examine into the conduct of the offices of the
several Clerks of the Courts in Baltimore city, as to their
management, economy and expenses, and find that they are
conducted with as little expense as could well 'be done, hav-
ing in view the interest of the business community and the
convenience of the public.

We do not find that either an excess of deputies are em-
ployed, or that extravagant salaries are allowed in any of
them. We also find that the number of deputies and their
salaries are entirely, by law, under the control and supervi-
sion of the Supreme Bench of Baltimore city, and the Comp-
troller of the Treasury.

The fees they receive, are those fixed by the laws of the
State, and are subject, at all times, to an examination as to
