manner waved his opinion upon the propriety of taxing
mortgages ; but because the basis of taxation had been great-
ly enlarged in this bill to the great advantages of the tax-
payers of the State, and in his judgment it' taxing mort-
gages was inserted in the bill, it would, as the two Houses
are now constituted, result ia the defeat of the whole meas-
sure greatly to the injury of the people of the State.

Pending its consideration,

Mr. Aydelotte submitted the following amendment:
AMENDMENT PROPOSED.

After the word "Phelps" add "and seventeen other Sena-
tors."

Which was rejected.

The question recurring upon the adoption of the order.

It was adopted.

Mr. Lloyd submitted the following message:

BY THE SENATE,

April 1st, 1876.
Gentlemen of the House of Delegates:

We have after consideration now concurred in the amend-
ment of the House, to Senate bill, (printed 114.) entitled an
Act to create a loan to discharge the indebtedness of the Ma-
ryland Hospital, and respectfully request the House to recede
therefrom.

By order,

AUGUSTUS GASSAWAY,

Secretary.

Which was read, assented to and sent to the House of Dele-
gates.

Mr. Walsh, from Committee on Finance, reported favora-
bly,

House bill entitled an Act to pay Eli Whitney his claim
against the State.

With the following proposed amendments:
AMENDMENTS PROPOSED.

"And to defray expenses in the con tested election cases in
the several Legislative Districts of Baltimore city and of the
investigation of the House of Delegates into the official con-
duct of the Board of Police Commissioner of Baltimore city,
and contented election cases of St. Mary's and Calvert coun-
ties, and First and Third Election Districts of Baltimore
city."

Add to end of Section 1, "And also his warrant upon the
Treasurer for such sum not exceeding ten thousand dollars,
