Sec. 9. And be it enacted, That at the time and place pub-
lished by said Officers of Registration for receiving said books-
of registration and lists as mentioned in the preceding Sec-
tion, the said officers shall proceed to strike from said books
and said lists the names of all persons known or made known
to them, or who may not be residents of or entitled to vote in.
the precinct or Election District in which they are respectively
registered, who hare died or who do not possess the requisite
qualifications, or who will not possess said qualifications be-
fore the election next ensuing, or who are disqualified tinder
the provisions of the second or third Sections of the first Ar-
ticle of the Constitution, and to register the name of every
person who shall apply to them to be registered, who shall
satisfy said Officers of Registration that they possess or will
possess the requisite qualifications before the election next en-
suing, and who are net disqualified under the second and
third Sections, of the first Aiticle of the Constitution, and
also the name of every person whom a Judge of a Court, to
which an appeal has been taken from the decision of said of-
ficers of Regit-tration, has decided to be entitled to be regis-
teied as a qualified voter ; provided, that when any person
applying as aforesaid tor registration shall have been pre-
viously registered within this State, the Officer of Registra-
tion to whom such application is made, before registering
such peison, shall demand and receive from him the cer-
tificate of his previous legal legislation and cancel the
same, and they shall then finally revise and complete said
lists.
Sec. 10. And be it enacted, That immediately after the ex-
piration of the three days on which said Officers of Registra-
tion of Baltimore city, and of the two days on which the said
Officers of Registration in the several counties of the State
shall have sat to conect said hooks of registration and said
lists, and within two days therealter they shall proceed with-
out delay to make, or cause to be made an alphabetical list of
the name of the qualified voters in their respective precincts
and districts, and the lists of any counties whose districts are
divided into precincts, as well as of Baltimore city, shall be
arranged according to precincts, and the name of every voter
shall be placed in the lists of the precinct in which he resides,
and the residence of each person in the City of Baltimore shall
be, as far as known, set opposite his name, and every person
whose name appears in said corrected lists of qualified voters
shall be entitled to vote at the polls in said district or pre-
cinct of the word or county for which his name appears at
every election held therealter, until alter another registration,
of voters has been duly published, except those persons who
shall become disqualified by change of residence, and said
