The Senate proceeded to the consideration of said bill,
Mr. Gorman submitted the following as a substitute for
the pending bill :

SUBSTITUTE PROPOSED.

Strike out all after "a bill," and insert "Entitled an Act
to provide for the revision of the lists of registered voters in
this State

"Sec. 1. Be it enacted by the General Assembly of Mary-
land, That for the correction of the lists of registered voters
in this State, the Clerk of the Superior Court of Baltimore
city, and the Clerks of the Circuit Courts of the several coun-
ties, shall, between the last Monday in August and the first
Monday of September, in the year 1876, and between the
same periods in every year thereafter, deliver to the Officers
of Registration for Baltimore city and the several counties,
the books of registration deposited in the offices of the said
clerks respectively, and also duly certified copies of the lists
of qualified voters n main ing in their respective offices.

"Sec. 2. And be it enacted, That, the Officers of Registra-
tion as aforesaid, shall, between the last Monday in August
and the first Monday in September, 1876, and between the
same periods in every year thereafter, demand from the
Clerks of the said Coufts of Baltimore city, and the several
counties, said books of reinitiation and certified copies of the
lists of qualified voters directed to be delivered to said officers
by said cleiks in the preceding Section of this Act, and said
Officers of Registration shall safely keep and protect said
books and lists from alteration, mutilation and defacement
whilst in their possession.

"Sec. 3. And be it enacted, That for the purpose of cor-
recting said respective lists of qualified voters, said Officers
of Resistration shall, for fifteen successive days, (Sundays
excepted,) in each of the counties of the State, commencing
on the first Monday in September, 1876, and on the same
Monday in said year, and in every year thereafter, at some
convenient places to the voters in the several precincts (of the
City of Baltimore, and the several Election Districts of the
counties, sit with open doors, fiom 9 o'clock A. M., until
9 o'clock P. M., in Baltimore city, and from 9 o'clock, A.
M. until 6 o'clock, P M , in the several counties; and they
shall give at least ten days notice of the time and place of
sitting, by publication in at least one newspaper published
in the counties, and three in Baltimore city, one of which
shall be in German; provided, that the notice aforesaid, shall
be published for each county in one notice, to which the
names of the registers of all the districts or a majority of
them shall be appended, and the notice for the City of Balti-
