360 JOURNAL OF PROCEEDINGS [Mar. 2,

Senate bill entitled an Act to repeal Sections 199, 200,
202, 203 and 216, of Article 4, of the Code of Public Local
Laws, title "City of Baltimore," sub-title "Elections," and
to re-enact Sections 199 and 216, with amendments.

Being upon its second reading,

Mr. Bannon submitted the following amendment:

Section 199, line 4, strike out "four," and insert "eight."

Which was rejected.

Also, by Mr. Bannon,

Section 199, line 4, strike out '-four," and insert "six."

Which was rejected.

Mr. Stevens submitted the following amendment:

Insert as Section "216 A."

''And be it enacted, That at every election held in said city,
each political party shall have the right to designate, place
and keep a challenger at each place of registration, and vot-
ing, who shall be assigned a position by the Judges of Elec-
tion at any election, and register of the ward precinct at the
time of registration, as will enable him to see each person as
he offers to register or vote, and who shall be protected in the
discharge of his duty by the Judges of Election and the po-
lice. Each political party may remove any challenger ap-
pointed by it, and all vacancies which from any cause shall
arise, shall be filled by the same party power and authority,
as conferred the original appointment."
