The President directed the Sergeant-at-Arms to inform the
absent Senators that their presence was required in the
Senate Chamber.

On motion by Mr. Stevens,

At 12.40 P. M., further proceedings under the call were
dispensed with.

The question being taken upon the amendment of Mr.
Humphreys,

It was decided in the affimative by yeas and nays as fol-
lows:
