NEGATIVE—None.

Said bill was then returned to the House of Delegates.

Mr. Getty, from a Select Committee, reported favorably,

Senate bill entitled an Act to repeal chapter 456 of the
Acts passed at January Session, 1874, entitled an Act to
provide for the better protection of birds in Garrett county,
and to re-enact the same with amendments.

Which was read the first time.

Mr. Phelps, from a Select Committee, reported favorably,

Senate hill entitled an Act to authorize the the County
Commissioners for Dorchester county to appoint an additional
Constable for the 1st Election District of said county.

Which was read the first time

Seriate Joint Resolutions reported by the Joint Committee
appointed to prepare a suitable testimonial to the memory of
the late Hon. Reverdy Johnson.

Were read the second time.

The question being upon the engrossment of the resolu-
tion.

Mr. Stevens arose and paid :

Mr. President:—Reverdy Johnson, the great Jurist of
America, is no more. Maryland, which was first at his cra-
dle, is last at his tomb.

He was a counsellor of deepest wisdom and purest purpose,
the advociite of human rights and constitutional liberties.
In the full and ripe manhood of his usefulness, in the front
rank of statesmen and patriots, he has huddenly gone from
us like the extinguishment of a great and brilliant light.
But though his mortal form is hid from among us, and loving
hands have piled his grave with the choicest and sweetest
flowers, yet the works he did live after him. and the example
left behind will serve as a proud monument to his memory,
and an encouragement to the youth of the land for genera-
tions to come.

"Lives of great men all remind us,
We can make our lives sublime."
And departing, leave behind us,
Footprints in the sands of time.."

He was of that class of men whom Scaliger designates as
homines centenarii—men that appear upon the earth but
once in a century. He was the last of a former generation.
The compeer of Wirt, Pinkney, Taney and other illustrious
men.
