their county seat. The new county would include these peo-
ple, and thereby settle the county seat question for Garrett
county.

In this connection, we would also say, that the new county
would embrace almost the entire developing coal lands of
Western Maryland within its limits, freed from the antago-
nistic interests at home, that now beset enterprises calculated
to afford more ample and cheaper means of transportation
for their products, and be at liberty to aid in the construc-
tion of such works as their interests requite.

Your memorialists therefore submit it to your impartial
judgments to say whether these be not sufficient considera-
tions to justify the people concerned in asking what they do,
and you, the guardians of their interests, granting them
what they ask.

Proceedings.

Mr. Brewer presented the memorial of C. A. Carter and
205 others, citizens of Montgomery county, praying the pas-
sage of an Act re-districting said county, and increasing the
number of the election districts thereof.

Which was read and referred to Messrs. Brewer, Lee and
Knight.

Mr. Cooper submitted the following message :

BY THE SENATE,

February 4th, 1876.
Gentlemen of the House of Delegates ;

We have received your message proposing the appoint-
ment of a Joint Committee of two on the part of the Senate
and three on the part of the House, to notify General James
R. Herbert of his election as Police Commissioner of Balti-
more city, and concur therein.
